韓美 해사안전협력 선언문 채택
국토해양부(장관 정종환)는 25일 영국 런던에서 미국해안경비대(USCG)와 해사안전협력에 관한 선언문을 채택했다.
세계적으로 가장 엄격한 항만국통제를 시행하고 있는 미국과, IMO(국제해사기구)에서의 상호협력 및 항만국통제관 교환근무 등 해사안전에 관한 상호 긴밀한 협력을 골자로 하는 선언문(Declaration)을 채택한 것은 매우 의미 있는 성과이다.
이번 미국과의 해사안전협력체제 구축으로, 미국항만에 입항하는 국적선에 대한 USCG의 호혜적인 대우를 이끌어냄으로써, 이 지역에서 우리나라 선박의 출항정지로 인한 국적선사의 경제적 손실방지를 기대할 수 있게 되었다고 국토부 관계자는 밝혔다.
미국을 입항하는 우리나라 선박은 연간 450여척에 이르고, 지난해와 올해 각각 3척의 국적선이 출항정지로 인해 관련 국적선사가 수리비 등으로 직·간접 손실을 입은 바 있다.
‘항만국통제’는 자국 연안에서 외국적 선박에 의한 해양사고 예방 및 해양환경 보호를 위해 외국적 선박의 국제협약 준수여부를 확인하는 제도로 전 세계적으로 시행되고 있다. 선언문 내용은 다음과 같다.

OUTLINE OF COOPERATION ON MARITIME SAFETY(PSC)
The Maritime Authorities, who are responsible for maritime safety, of:
- the Republic of Korea (Ministry of Land, Transport and Maritime Affairs)
- the United States of America (United States Coast Guard)
recognizing that effective action by port States is required to strengthen compliance with IMO standards and prevent the operation of substandard ships, are resolved to:
STRENGTHEN cooperation between the two Maritime Authorities;
ENCOURAGE harmonization of port State control procedures recognizing that there may be differences in each Maritime Authority’s targeting factors, and boarding and enforcement policies;
WORK towards an exchange of the information on maritime safety, in particular, port State control between the two Maritime Authorities;
PROMOTE exchanges of port State control inspectors within the two Administrations, thus enhancing mutual understanding of each other’s regimes and expanding expertise of the port State control officers;
SUPPORT the continuing efforts of the International Maritime Organization (IMO) to enhance the standards of shipping
COOPERATE closely in the international conferences such as IMO;
ENDEAVOR to ensure that mutual actions are in harmony with all IMO guidance on maritime safety, particularly port State control;
ENCOURAGE cooperation between government organizations concerned with the protection of the marine environment;
WORK to build a stronger relationship, with regards to enhancement of maritime safety between the two Maritime Authorities.
This Outline will take effect from the date of signing and will remain in place unless otherwise amended.
This Outline may be varied by agreement between Ministry of Land, Transport and Maritime Affairs and Unite States Coast Guard and any variation must be in writing and agreed by both parties.
This Outline will be reviewed twelve months after its commencement, and thereafter on an annual basis.
